I have no doubt that Saudi oil gives them far too much influence.
But again, when Saudi Arabia has an organization like AIPAC, they’d be on the same level.
Lobbying for a foreign nation should be flat out illegal. As should dual citizens serving in government, elected or not.
These are basic, common sense things. That they go undone says everything.

The dual citizenship issue is probably a constitutional one at the federal level. I don’t think you can say a US citizen cannot serve in leadership. Nor do I think we would want that.
