They absolutely lost the narrative on that because they didn't play it right. Trump is slowly devolving back to the same candidate that cost the gop lots of races.
I understand the sentiment, but Republicans already got their tax breaks. It's their only real policy position. Nothing substantial will get done that needs Congress for the rest of his presidency, whether they have control of both houses or not. They've already done their one and only thing.
It goes beyond that. It shows point blank a rebuke of Trump, who is horribly unpopular. Having the House is still important.
