Probably would not have happened.

I suspect largely the same. Obviously donnie needed it to happen, but 80% of the Senate is either not up in 2020 or in a safe seat and 90% of the House is in a safe seat.

Also worth noting is much of the Great recession stimulus spending came in early 2009, after the 08 election.
