I see that we are at 24 committments. We only have 25 scholarships, right.

Questions
How many offers can you make? Is it first come first server type thing?

If Joe Stewart was offered that means at least 25, what about Patterson?
When does recruiting end?</p>

You can offer as many as you want, but only 25 per class can enroll on scholarship.
