Let's examine Jeff for a second.
Jeff is viewed as preying on an underage girl (Kelly). He acted as a "dirty mack," specifically targeting someone in a committed relationship, which was framed as a "creepy" grooming situation.
As the manager at The Max, Jeff was Kelly's boss. He used his position of authority to manipulate and pursue her, which is a significant ethical breach. Jeff was a college student/young adult, generally cited as being around 22-24, while Kelly was still in high school (16–17).
Despite acting superior to Zack, Jeff quickly proved to be a hypocrite by cheating on Kelly with another woman.
First TV character to make statutory rape, sexual harrassment, and/or diddling of minors more mainstream. Groundbreaking role****
Was actually 5 years older than TAT in real life, so that made it even worse.

Its amazing SBTB was only on for 4 years. Even with that Ms Bliss show and the College years, it was just 6 years...
