I know the 5 for 5 is for sure but did the roster size of 30 ever get finalized? If so maybe the Amato decommitment Is a byproduct of this. I would certainly think other college commits elsewhere will be affected also

Yes, though it is 30 plus exempted athletes. I have no idea how many of those there are.

The guys who were grandfathered in after the judge overseeing the settlement objected to anyone already on a roster, or about to join one last year, might lose a spot due to the limits. The exemption from roster limits attaches to the athlete until they graduate and wherever they go. And I think the actual term is designated athlete rather than exempted as I originally said.

Didn't there used to be 9.9 scholarships that were divided and spread around?
Now do all 30 guys on the roster get scholarships now? How does this work?

...does participation or "scholarship" numbers only relate to Pay Pockets? Or university permission? How does pay at a RTC influence total numbers? Say ten years ago, were the total number restrictions similarly just "suggested" and not real?

All depends on your athletic department. But yes. Number restrictions were real because of Title IX.
