I know the 5 for 5 is for sure but did the roster size of 30 ever get finalized? If so maybe the Amato decommitment Is a byproduct of this. I would certainly think other college commits elsewhere will be affected also

The guys who were grandfathered in after the judge overseeing the settlement objected to anyone already on a roster, or about to join one last year, might lose a spot due to the limits. The exemption from roster limits attaches to the athlete until they graduate and wherever they go. And I think the actual term is designated athlete rather than exempted as I originally said....what is an "exempted athlete?...

I believe that is correct.
PSU has 30. Not sure how many Iowa has. ASU has somewhere around 22.It isn't. Schools can now offer up to 30 but basically everyone has stuck with the 9.9 so far.

No, not all guys are getting scholarships
All depends on your athletic department. But yes. Number restrictions were real because of Title IX....does participation or "scholarship" numbers only relate to Pay Pockets? Or university permission? How does pay at a RTC influence total numbers? Say ten years ago, were the total number restrictions similarly just "suggested" and not real?
