He was a 5 star yes, but OL is the hardest to project out of HS. He isn't a bust yet, but if he isn't starting by next season (which he obviously didn't think would happen at Wisconsin) then he is likely viewed as a bust. Either way, he's not a 5 star in college. Ohio State has more issues than PSU right now. They’ve lost all confidence in their coach and had nearly 20 kids transfer out including the starting QB who left before the season even ended. The goal is to maximize your roster, not make arbitrary comparisons to others teams' units/transfers. You don't "lose ground" by improving your OL room, and Rucci does that.
