Rule Question: Was the Forward Pass question on the LSU-UF game moot?

I thought about this after the game, and realized that it was fourth down and the rules for fumbles change. Was that play considered a fumble by the holder? If so, shouldn't the holder have been the only one who was allowed to recover the ball and advance it?
