From ESPN "insider" Kiley McDaniel's twitter:

https://www.espn.com/mlb/story/_/id/28957785/sources-mlb-mlbpa-close-deal-draft-service

Sources: MLB & the MLB Players Association have the framework of an agreement that could be finalized as soon as today. Discussed terms on the draft:
- A draft sometime in July
- Likely 10 rounds, possibly 5
- Bonus deferment: 10% upfront, 45% in July '21, 45% in July '22
-a maximum bonus for undrafted players has been discussed. Most discussed number for that is $10,000. Could push lots of high school talent to college, middle-tier college talent to return to school.

I guess I don’t understand the need to not have a draft or a limited draft.

I kind of wonder if this gives MLB an excuse to introduce fewer players into a minor league system they are trying to contract

I really don't get why the MLB doesn't push harder on this already. You'd think pushing the college game would allow them to push a lot of development costs onto college while at the same time generating some fan loyalty from players based on their college days. I know college baseball is a niche sport so the impact might be small as far as the fan loyalty goes, but why would they not take advantage of free college development?

It probably has to do with two things. 1. They can't really scout players right now. 2. NCAA eligibility waivers. I don't think the later is finalized yet but whether it's everyone (I hope not) or seniors only, the player pool will be smaller.

Since it is their intent to reduce the number of Minor League teams, this situation might give them the open opportunity to start that process.

I thought I read they were concerned about being able to pay the signing bonuses since their revenues were going to be decreased by the shorter season.

I could see this.

It will cause some problems in college baseball. Say someone like Westburg, Allen or foscue does not get drafted, it will mess up anticipates scholarship numbers for next year.

That is why it is imperative for the NCAA to get the eligibility issue fixed in best manner possible.

Another issue could be that they don't want this year to count toward the players qualification for free agency
