Certain not to happen if in Pikiell's judgment it could happen.
Theoretically, I could see Harper going first if the position of need is a PG.
Between Ace and Flagg, however, I would think Flagg would go first.

He has already showed he could put up 18 pts and 10 rebounds consistently over several games against the US Olympic team, so no, he will not be a bust. He is also the youngest player in the draft.
