Yeah, it's been that way for a while now. Basically, the CFP/NY6 get their picks, the Citrus Bowl gets first pick from those leftovers, then 6 are assigned by the SEC to the "Pool of Six" bowl games (Texas, Music City, Liberty, Gator, Reliaquest, and either Duke's Mayo or Las Vegas).
If there are any bowl eligible SEC teams left over from that, then the Birmingham Bowl and Gasparilla Bowl take their picks.
If there are any bowl eligible SEC teams left over from that, then it's kind of open season and whatever bowls have a spot available and no contractual obligations get to pick those teams up. This year, the only example of this is Oklahoma in the Armed Forces Bowl.
