We now know the reason why. Lots of intelligence agencies. Lots of Obama allies. Lots of potential for "leaks" since they all get to see the original intercepted information.

Why would a presidential campaign stay in constant contact with a foreign government during a campaign?

I think it is because Obama knew there was collusion between Russia and Trump's presidential campaign and he wanted to make it easier to share the information across all intelligence agencies in an attempt to overthrow President Trump.

This doesn't answer your question, but it does address the topic:
I don't think it is necessarily a bad thing. Once one government agency (intelligence agency) has the info, why not allow them to share it with 15 other intelligence agencies?

Then I have trouble with "Once one government agency has the info". They shouldn't have it in the first place without a warrant.
