That is only going to happen with schools who don't start on time.
Could be some schools in the same conferences or entire conferences if some don't want to play in the fall.
Ultimately CFB is a billion dollar industry. Pretty much is the engine that runs college sports
So I highly doubt any school doesn't play at all.
Just some could play in the spring. Just matters how many schools in your conference aren't ready to play in the fall.

The Big 12 will allow its football programs to hold voluntary workouts starting June 15, TCU Athletic Director Jeremiah Donati acknowledged on Friday.
The conference presidents and chancellors approved on Friday the return of football players to campuses. Earlier in the day, the SEC approved a return date of June 8.
The Big 12 is expected to allow the remaining fall-sports athletes to return July 1 with winter and spring sports having a July 15 target date.

Big 12 schools will have to adhere to local and state protocols amid the coronavirus pandemic. All five states in which Big 12 schools are located (Texas, Oklahoma, Iowa, Kansas and West Virginia) have allowed gyms to reopen in limited capacity.
Earlier this week, the NCAA approved voluntary workouts to begin as early as June 1.

I'm hoping it will be the needed leverage to strip away power from a couple governors in the northeast who refuse to take their foot of the break.
Great thing about the United States is a lot of politicians represent who we are and when they don't they get removed from office.
The problem is a lot of these governors represent their states
So the issue isn't the governor it is the mentality of the state.
Like I said before COVID19 isn't something that should stop CFB. That would be the pussification of our country.
Luckily WVU is on the right side.
Other states I have no idea. That is just who they are and you can't change this.
I am someone who speaks of personal responsibility. Should be my choice if I want to go to the bar or to a football game.
But it also my choice if I want to spread COVID19 to people who are unaware that I have it
