They should be directly linked to China's willingness to fight global warming. As long as China continues to pollute the world's water ways, continues to destroy the environment, and emit dangerous levels of green house gasses, then tariffs should remain high...very high. China needs to understand it needs to be a good citizen of the global community and not just the trailer trash.
