Some early reports are saying it started at a bank very close by, and he ducked into the Planned Parenthood completely due to location.

No, Christians can't be terrorists. Only if they are Catholic-Irish, then yes. So this isn't an act of terrorism.

Of course that is typical but you said that posted speed limits are ALWAYS lower than design speed and that article clearly says otherwise. I am sorry to burst your bubble. You should have known better than believe your hero riflearm. Roads are designed to standards and design speed defines those standards in the design manual but it is sometimes impossible to meet those standards because of terrain or cost or a variety of reasons so design exceptions are granted. The most road cone work I have ever performed was pulling a cone out of the wheel well of a handicap van at a wvu hoops game last year.
How did you school me? I learned you can use google. FHWA approves design exceptions too.
