..and I hope they're right. But there are a lot of subs nervous about submitting numbers today when they won't be performing their work for 12-18 months. <div>
</div><div>Sometimes I wonder if hiring a construction manager and bidding the job in phases wouldn't have saved money.</div>

I'm sure the Subs and GC has factored in proper escalation rates. But frankly I don't see the economy improving significantly in the construction sector to affect material or labor prices for 18 months. If anything prices may go down. One report that came out last month that nobody has mentioned is the ABI or Architectural Billing Index. It's gone below 50 which usually means we're headed into a contractionary period. Essentially less projects are being drawn up which mean less buildings will go into construction in the next 6-24 months. Unemployement in the construction industry also remains high and has shown little signs of improvement.
I'm not sure if we're at the point where a GC would essentially buy this work but I would not be surprised if bids come in under budget.

...is the estimation of just how far. Numerous projects have come in over budget in MS/LA/AL in recent months because architects are promising absolutely huge savings to owners due to current construction costs, but on bid day the savings turn out to be only really good. And so the ridiculous budget is blown.<div>

particularly with CM at Risk projects. We usually have an in-house estimate, an independant estimator, and the CM's estimator. And we have resolution meetings at particular milestones.

What we've seen in Atlanta was rediculous savings from 08-09 with a slow build back up to pre-crash prices. Folks may be basing their estimates off the bottom barrell bargains they were getting in 08-09. Not sure what's going on in AL/MS/LA.

What I'm saying now is that we're heading for another slow down. And I know that is sort of an oxymoron since we're still in a slow down.

They are different divisions within the same corporation. Anderson and Harrell are both now owned by Tutor Perini Corp...

I would know a lot more about the bid but was relocated with work a few weeks ago. I want to say some of the pre recs for the contractor was they had to do a major stadium job in the past five years. My guess this is where Roy Anderson comes in. I know Harrell is the gc on the two new dorms being built on campus Arbor Hall. I had heard that Brislin out of Columbus got the plumbing on the stadium. I can tell you that the stadium expansion has more plumbing fixtures then the two new dorm jobs. In access of 1000 fixtures.

Harrell/Roy Anderson was the base low bid, yes. However, there are alternates that can change some of the construction features and the University could choose one of the lower alternates. There was a total of6 bids put in on the job. With that being said, Harrell/Roy Anderson will more than likely win it after the alternates come out, but no one will know for about a week.
