Actually, it's not uncommon for speech courses to be conducted online. I know of professors who've taught such classes online and such students have had - if I recall correctly - as one of their options (among other things) to send to the professor a digital copy of themselves delivering a speech in front of an audience.
Edit to add: Western Oklahoma is an accredited institution so universities have no choice really but to accept their classes when students transfer unless the accrediting body has an issue with their online program or if the NCAA themselves has an issue with them, which hasn't been stated as of yet.
