My guess : With the inclusion of pardons to include future events, a person committing murders would be getting that same pardon...

Took a look at some of Biden’s clemency grants at random:
1. RLS AR Abdul Aziz: he was convicted in the middle district of Louisiana for charges, including drug related offenses.
2. Edward Abel III: play guilty to the receipt of child p*rnography under 18 USC 225A(a)(2)(A)(b)(1). Also engaging in the scheme to embezzle approximately $4 million from employers between 2006 and 2017.
3. Alberto Aguirre charged with murder.
4. Mahmoud Aldissi: conspiracy to commit wire fraud and id identity, theft and falsification of record spanning two federal investigations for fraudulently obtaining $10.5 million in federal research contracts.
5. Sandra Bailey: defrauded federal healthcare programs by selling unnecessary medical equipment, such as power, wheelchairs, and back brace as across three states, was convicted for a conspiracy to come at healthcare fraud.
6. Stephen Fields: possession of child p*rnography.
7. Timothy Fitzpatrick: possession of child p*rnography.
8. Reynaldo Garcia: Aggravated s*xual assault of a child.
