Do these votes have be specific? District, Region, State votes or can one vote cover everything?

I aint No'n if they spacific or atlantic on vote but U got 2 gitem N by end of weak 4 an every 1 has to vote on em yes. Strastberg put N 4em 2 late N seezon.
