If true, when you rule with a pen and a phone, you lose. Obama could have taken this to the Senate for a vote as a treaty. He did not. He signed essentially an Executive Agreement that the next Executive could undo with the stroke of a pen.
Russia, China and India hate this. They were never part of the agreement (China claims they will start something in 2030, lol.). If we get corporate tax reform, repatriation and continued cheap energy, we are back in business. And just think of all those energy jobs.
BTW, Manchin stated that Trump did more for coal in 3 months than Obama did in 8 years.
