Your observation seems correct according to the letter of the law. But it seems like there's always a handful of people at the end of the year waiting for a waiver.I'm not understanding how the 4th game counts as as being ok, 3 is ok ... the key is "has not participated in more than ... 30 percent of ... completed contests" He competed in more than 30% of contests. WVU currently has a player also saying 4 is ok since 3.6 is the math and they round up BUT I think they are misinterpreting the rule as it is written. If they mean 4 games they should say something like "may participate up to and including the number of games that goes one past 30%". Since it is written as a negative their interpretation seems incorrect.
14.2.4(c) - In team sports, the injury or illness occurs when the student-athlete has not participated in more than three contests or dates of competition (whichever is applicable to that sport) or 30 percent (whichever number is
greater) of the institution’s scheduled or completed contests or dates of competition in his or her sport. Only
scheduled or completed competition against outside participants during the playing season that concludes
with the NCAA championship, or, if so designated, during the official NCAA championship playing season
