1. Independent replay officials, ie not anyone who is or has ever been an on-field official. The feeling of the replay guys of not showing up the on-field guys is pervasive and counter-productive. And the two jobs have two completely different skill sets.
2. Give the on-field refs the option of not making an on-field call, leaving it up to the replay booth. There's no need to make them make a call one way or the other when they don't know themselves, then making the replay booth defer to it.
