1. Set up an unbreakable pecking order based solely on record.
2. If a bowl wants to break the order, they must pay all teams slighted $1mil, plus the SEC office $1mil and pay all travel expenses of the slighted teams

As it appears the problems with bowl selection always appear to boil down to the Outback, drop them from SEC affiliation.
They could see how they like Big East #7, or CUSA, or WAC or MWC
