Why are some teams completely omitted from the rankings?

Teams like Chincoteague and Rappahannock County are not eligible for the VHSL playoffs thus they are not included yet VHSL teams that play those teams received rating points. I will defer to great state for further explanation.

Yes, those are the only two that I knowingly omit (though I do keep track of both) because they are ineligible for VHSL playoffs and it added confusion when I included them last year.

Are they some type of provisional member of the VHSL, or just not a member?

They are VHSL members but do not play a VHSL schedule. In the past teams were required to play a district schedule to be eligible for post-season play. Best I can tell Rapp County plays 3 games vs. VHSL teams, while Chincoteague's only VHSL game is vs. Rapp County.
