Vacate vs Forfeit

Why does the NCAA make you vacate rather then forfeit games? Also does the other team get to count the game as a victory when there is a vacate? I ask this because Fl State has to vacate 14 wins. Alabama is having to vacate wins from 05,06, and 07. In the past we had to forfeit games to USM that I believe gives us a losing record with them.

Vacate: only the team that is punished record changes; the teams they play do not benefit from this and their records still stay the same.

Forfeit: both teams records change; the opponent benefits with another win.

As to why the NCAA makes a team vacate rather than forfeit; we'll just look who your dealing with...the NCAA.
