Was the AP memo a ruse to flush out the leaker?

I know Trump is determined to shut down the leaks. Like he said during his presser, he doesn't want anyone knowing ahead of time what he's up to, so the leaks are as much strategic as they are critical to his efforts to conduct policy without having his intentions all over the media before a plan is even formulated.

I think this is exactly what that memo was all about. they can tell immediately who is responsible (leaking), and shut them down.
