I do agree with you that this guy is not exactly a blue chip recruit. Honestly, at this point in the recruiting game, there's not going to be a whole lot out there. That's one reason why I would rather keep a guy like a Greg Houston for another year and then continue to build from there.
At the same time, I don't think this guy is devoid of ability. You can't coach 94. Well, you can to an extent, but you know what I mean. Plus, San Diego State saw something in him coming out of HS. So, it's not like this guy is a Mississippi College reject.
So, why was his ERA so high? Probably one or more of several reasons:
A. His fastball has very little movement.
B. He has no breaking pitch, or can't throw it for strikes consistently.
C. He has poor control in general.
D. He had a couple of really bad outings, or was absolutely hung out to dry a couple of times.
E. He plays at Coors Field.
That being said, it seems like this guy has at least a pretty good fastball. Personally, I don't expect him to be the closer, or anything like that, but probably more like a middle relief guy. But if the staff can teach him how to overcome whatever his issues are, and find ways to correct those issues, then this guy could potentially turn out to be a pretty decent pitcher.
Now, is there a chance that he could totally flop? Sure. Could he turn out to be the next Brandon Medders? Sure. He'll probably fall somewhere in between.
