What are they building at hwy 8 and 45A

Between west point and tupelo? I saw it from 45A, and I can't figure out what it was.

I've had that same question everytime I pass by there coming from Tupelo to Starkville. Next time if we don't get an answer, I may take a detour and drive out there and see.
