I don't think he knew any specifics. He was almost certainly aware that McGee was handling recruit "entertainment," but if he'd known it was hookers then he'd have likely put an immediate stop to it. However, he also probably had a "don't ask don't tell" policy regarding that, so his ignorance isn't necessarily benevolent.
