Way back in the day, one of the advertisers did not like having the F-Bomb dropped on the main page. That's why the rule was created. Some time later posters started putting "Rule 17" or some variant thereof in place of the F-Bomb, which quickly got shortened to just 17. I think the filter now picks up the word anywhere in the post, not just the subject line. Like ****.
