What does the bear's recruitment of Morrow mean?

At the beginning of the season, the bear recruitniks claimed that they were going to take Moncrief, Singleton, and Brassell (though some thought Brassell would be a corner possibly) and there was no room for Morrow since he was behind all of those in talent and on their "board". Now, they are starting to call him. Are they nervous about Singleton now and are having to move down their "board" for option B? Or have they been recruiting him all along?

But seriously, they are in trouble in terms of getting the in state WR's they thought they were going to get, and since it seems pretty common knowledge that Singleton wants to be a Bulldog, they have to make an attempt at Morrow. Right now, I would be upset at losing Morrow, but if we got Singleton, I wouldn't be nearly as upset. We've got a ton of WR's in this class. Market may be too small to play on defense forcing him to the slot, so we may have a class of Morrow, Singleton, Brassell, Market, Price, andFosselman at WR. That's potentially 6 WR's in this class.
