I believe there's an alternate or two at every weight. If someone can't go, they slide everyone up and first alternate becomes 33rd seed. I also think there's a cutoff for this. Like the night before or 24 hours or something. If Barr, or anyone else in the field, declares he cannot go, since his team can’t replace him, would he be replaced by the next highest placer at his conference championship, an additional at large, or not be replaced at all?

There is always one alternate per weight class. It is always released with the at-large selection. Which, funnily enough, just came out. This year's alternate at 197 is Luke Cochran of Central Michigan. No relation to Penn State's Lucas Cochran as far as I can tell even though, yes, they have virtually the same name and wrestle the same weight. Any questions?
It must be my ignorance, but if given the chance to blindly guess who was No. 2 behind PA, I'm not sure I would have gone with California being tied with Ohio.
