So if a receiver who signals fair catch muffs the ball you are saying can't be touched.
I'm saying that the muff doesn't necessarily change anything. Again, I haven't seen the play, so I can only discuss this based on what's being reported. R muffs it, so what? A receiver in the air attempting to make a catch doesn't have his status of defenseless changed based on if he caught the ball or it went off his fingers.

The muff, to me, makes no difference if R wasn't in a position to receive a hit.

EDIT: You've also gone from saying R gave an invalid fair catch, to then not signaling for a fair catch, to what now says he gave a valid fair catch signal. So which is it?

The above question was hypothetical. And I still can't tell what the receiver was doing. Waving 2 hands in front of your facemask (not overhead) would be an odd fair catch signal, and not a legal one.

Valid fair catch or not you can still have targeting. You just may or may not have the possibility of kick catch interference

The validity/legality of the fair catch signal does not remove protections away from a player who could be deemed defenseless.

Face tackling or Butt blocking where the helmet initially makes contact in the chest and then drives UPWARDS under the facemask is a PF 15 and possible DQ. Officials are taught "when in question" defenseless or not defenseless.... rule Defenseless. Then you have to factor in "Intent" for the DQ. More times than not any BIG blow to the head regardless of "intent" is gonna get the thumb.

A punt returner will always be provided extra protection, hes looking up. As the rule states hes provided this protection until he establishes himself as a runner. So as a tackler you cannot T-off on a returner as soon as the ball is touched as he is still deemed defenseless.

Kids need to be taught to break down and tackle low with shoulders. Anything high with shoulder or helmet is gonna cost the team they play for.

Not sure I completely understand your question but ill try and reply best I can... Looking at my NFHS preseason guide on the front page in fact of the 2015 edition it says quote "Any player who initiates contact against an opponent at the shoulders or below with the crown of the helmet is guilty of spearing. The penalty is 15 yards. If the act is judged by the game official to be flagrant, the offender is disqualified." end quote.

Spearing is a slighty tougher to rule flagrant imo but will always be a PF. As I stated before and violent blow to an opponents head with a helmet, regardless if it started at the chest and then rode up from "UPWARD" thrust... is a PF and grounds for DQ. The federation has been putting emphasis on concussions for a few years now and the coaches and players should be aware of the change in the game from when we used to play.

Case in point... Break down and tackle low while using your shoulders. NEVER go high and realize the running back/receiver will probably be lowering his head to brace themselves for the blow and get a few extra yards... officials will almost always hold the defense at large for Helmet to Helmet thats why its important to break down and react by tackling lower.

Lets face it guys.. the game isnt what it used to be where you could pretty much light someone up and be rewarded for it at the end of the game.

Allow me to be specific. This hit occurred in the 2015 Title game between Naz and LWW. My son took the hit and held onto the ball. Tell me this should have not been an ejection based on the rules. The score was still 0-0 it was flagged but no ejection was issued. The Video is still available on NFHSnetwork.

I believe it was 35-0 at half and the clock ran soon after. The hit pictured was a play or two prior to IKM's first TD run I believe.
