I think like basketball they would consider same conference opponents.

No == ND- Clemson

As a matter of fact i would reverse those two based on the chatter that ND and Indiana play weak schedules
and being instate schools.
Clemson saying PSU doesn't belong in the conversation along with the SEC chiming in with the same

The CFP can do whatever they want - and I would be extraordinarily surprised if they wouldn't adjust their slottings to ensure that you don't have matchups like IU-PSU (and, even more so, a match up like IU-OSU).
No one would say that out loud, of course.
