Wisconsin High School Football Rankings: Top 25 Teams - Nov. 18

The 2025 Wisconsin high school football season heads into the state championships, as the elite teams will meet for the hardware at Camp Randall Stadium in Madison.
Arrowhead Warhawks remain the No. 1 team in Wisconsin heading into the state championships of Wisconsin Interscholastic Athletic Association (WIAA) postseason play, after barely beating Waunakee, 19-17, in the state semifinals. Just behind Arrowhead is West De Pere, which will be playing for the Division II title, at No. 2 in the latest Top 25 Wisconsin high school rankings, according to Massey. Which teams are all left standing as we head into the final couple weeks of Wisconsin high school football play?
The Massey Ratings, officially used during the BCS era, is a model that ranks sports teams by analyzing game outcomes, strength of schedule, and margin of victory.
Here is the latest Wisconsin high school football Top 25 rankings, according to Massey as of Nov. 18.
1. Arrowhead Warhawks
Arrowhead Warhawks (12-1) ended Waunakee (12-1) last week, just edging out the Warriors in a 19-17 ball game in the Division I state semifinals. Now the Warhawks move on to face Bay Port this week for the D-I state championship.
Jacob Siner (974 yards, 11 touchdowns) has been the driving force behind Arrowhead’s offense this season and along with fellow back Jebari Craig Jr. (580 yards, eight touchdowns). Arrowhead starting signal caller Nolan Hanson (109 of 178 passes, 1,581 yards) has been steady with wide receivers Logan Crowley (25 catches, 360 yards) and Ryan Heiman (33 catches, 585 yards) leading the way.
Arrowhead will need to play their best football of the season as they look to take home the WIAA’s Division I title.
2. West De Pere Phantoms
In what was a nail biter between West De Pere (14-0) and Homestead (12-1), it would be the Phantoms coming away with the narrow 35-34 victory in the Division II state semifinals game. Now West De Pere will take on Notre Dame De La Baie Academy for the D-II state championship this week.
The Phantoms’ offense remains sizzling as they are averaging 45.9 points per game this season behind the play of quarterback senior quarterback Patrick Greisen, who has completed 246 of 366 passes (67 percent) for 3,569 yards and 47 touchdowns. Ryan Lutz is leading the ground game for West De Pere, with senior tailback rushing for 1,834 yards on 235 carries and 26 touchdowns.
3. Muskego Warriors
The Muskego Warriors (11-2) saw its quest to reach the Division I state championship game come to a complete halt in last week’s state semifinals loss to Bay Port, 38-35.
Muskego got off to a much better start and a few weeks ago upended top-ranked Arrowhead, 21-17. The Warriors had been playing very well defensively, allowing just 123 points this fall through 10 games before facing Bay Port. Muskego pulled off a 38-21 win over Mukwonago a few weeks ago and looked to be on their way to competing for the Division I crown.
4. Bay Port Pirates
Making their way inside of the top 5 of this week’s rankings are the Bay Port Pirates (11-2) after they pulled off an impressive 38-35 win over previously No. 2 ranked Muskego.

The only two losses Bay Port has had on the season came against No. 2 ranked West De Pere and Kimberly during the regular season. Since the loss to the Papermakers, the Pirates have been rolling and are winners of five straight games heading into this week’s Division I state championship game versus top-ranked Arrowhead. Bay Port’s offense is averaging 45.6 points per game and aims to continue their high-scoring versus a talented Arrowhead defense.
5. Notre Dame De La Baie Academy Tritons
Rounding out these latest rankings in the Top 5 is the Notre Dame De La Baie Academy Tritons (13-0), after dominating River Falls, 42-6, in the semifinals of the WIAA Division II playoffs. The Tritons have gone the distance, winning 13 consecutive games en route to the state title game and a lot of that speaks to the level of play their junior running back Kingston Allen has been playing at this fall.
Allen has led the offense on the ground, rushing for 3,205 yards on 313 carries and scoring 55 touchdowns. On the defensive side of the ball, the Tritons are led by Notre Dame commitment Richie Flanigan (6’3, 265), who will look to clog up the middle versus West De Pere’s run game.
