2025 VHSL Class 1 All-State Football Teams

CHARLOTTESVILLE, Va. — The Virginia High School League announces its 2025 Class 1 All-State Football Team. Rappahannock senior dual-threat quarterback and defensive back C.J. Kelly is the Class 1 Offensive Player of the Year, and Essex senior linebacker Xzayviia Bundy is the Class 1 Defensive Player of the Year. Rappahannock Head Coach William West is the Class 1 Coach of the Year.
The Class 1 POY All-State selection as the offense all-purpose player, the 6’0”, 170-pound Kelly also earned selection as a First Team defensive back. The do-it-all Kelly passed for 1,423 yards, completing .649 % of his passes (76 attempts/117 completions), and 22 touchdowns.
Kelly also surpassed 1,000 rushing yards, gaining 1,224 yards on 151 carries and 19 TD’s. He finished the season with 2,647 yards in total offense and accounted for 41 touchdowns. Over the past two seasons, he amassed 2,444 passing yards, 32 passing touchdowns, 3,639 rushing yards, and 54 rushing touchdowns.

A First Team All-State selection for the third straight year, the 6’0”, 215-pound Bundy tallied 108 tackles, 20 tackles for loss, 6 sacks, 6 forced fumbles, and 1 interception. He also contributed two PBUs, 1 safety, and 1 blocked field goal. An outstanding two-way athlete at quarterback, he rushed for 597 yards and 15 touchdowns and passed for three touchdowns this past season.
Selected First Team All-Region four straight years, Bundy helped lead Essex to an overall record of 52-4 over the past four seasons. His team won three Region 1A Championships, finished as state runner-up in 2023, and won the State Championship in 2024.
Head Coach William West led Rappahannock to a 13-2 record, claiming the program’s first state title since 2021. The Raiders won 49-14 over Rye Cove in the State Championship game. It was the third time in the program’s history that the team had reached the state semifinals and their first since 1992.
Over the past two seasons, West’s teams have gone 25-3 and reached back-to-back Region 1A Finals, a State Semifinal, and a State Championship. Since taking over the Raiders program in 2001, West owns a 130–136 career record.
The All-State Football Team consists of 32 players (Offense: one quarterback; four linemen; one center; three running backs; three receivers; one tight end; one kicker; one kick returner; one all-purpose offensive player; Defense: four defensive linemen; five linebackers; four defensive backs; one punter; one punt returner; one all-purpose defensive player).
Only those players selected to the All-Region First Team are eligible for selection to the All-State Team. The All-State selection committee comprises eight coaches, with two from each region.
