This was just an agreement the teams made pregame. Either team could have vetoed it at halftime apparently.

New to me, but I like it.

It ought to be illegal when you have people legally gambling on the games.

I haven't thought through it, but my first instinct is college sports shouldn't be considering gambling at all. If you gamble you simply need to be aware this is a possibility.

I'm sure there are already lots of concessions being made to the industry I just don't know about.

Well they are. You can go do it legally at any sports book in the country. The players get paid. It’s not amateur sports.
