Considering UWW is all about trying to reward active wrestling, allowing these ridiculous injury breaks only rewards those who are out of shape and have no ethical qualms about feigning an injury to get a breather. Those wrestlers who are in shape and those who have enough character to not feign an injury are the ones who are punished. I also agree with you that the fact most American wrestlers are in great shape weighs against UWW addressing this problem. Also, the Indian and Japanese wrestlers tend to be in good shape. I'm not so sure about an easy fix. There are options, but none is perfect. Part of the dilemma is that you don't want to compromise on a competitor's safety. And when it comes to injuries, it's usually only the competitor that knows what they are feeling. Folkstyle, in HS and in college, has come up with injury time clocks, and in college the opponent has the choice of position on the restart. And yet even in those disciplines, head injuries are an asterisk with special rules.
As in any competitive sport, there are those that will take advantage of any rule to try to get themselves/their team an advantage. I've seen it take place in HS competitions that I was reffing (in terms of using injury time), and have suspected wrestlers in international competitions of doing the same.
