I have bee searching the net for about an hour now. While named after the revolutionary war hero Clark, it was listed in the charter in 1836 as Clarke. But then the historical marker of 1929 erroneously listed it as Clark. Not to mention the official entering/leaving highway signs that have got it wrong in our lifetimes. Still does not answer the original question of why they didn't spell it the same way as the guy they were naming it after.
