yep top 48 teams is the cutoff then determine the 24 East and 24 West

There are 22 "normal" western teams in the top 48. With right now's RPI (9/24) Purnell Swett and Richmond would be West. There would need to be 4 more Western teams below 48 that would have to move up to push Grimsley to the East.
