I don't get why 40 seconds didn't go off the clock after the 3rd down run. I know it's a penalty, but it was declined and the clock should've started at 1:14 left.

It's very possible, and I can easily see it happening.

Dallas and Philly could both end up at 7-9 and have it come down to some obscure tiebreaker.
