I'm no conspiracy theorist but unless you've been in a cave for 10 years you'd know this is exactly how both sides operate. One chamber passes a bill and tosses it over the fence to force the other side to shoot it down. Then they use that as ammunition against them in elections.

The Senate KNEW the bill didn't stand a chance is hell of passing the house but they were determined to throw it over there so they could use it against the Republicans. "House Republicans vote to kill school children"

This happens both ways in both houses of congress and from both sides of the aisle; and it happens a lot.
