I don't believe it was part of a settlement deal. Programs can opt in and get 30 roster spots and 30 scholarships or they can opt out. Opting out is the old system. 40+ roster spots and 11ish scholarships.
Let me tell you, most mid-major baseball programs would prefer the opt out. They would prefer the expanded roster. Although most are now opting in, they can't fund 30 scholarship. They essentially have 30 roster spots but can only fund 10-15 scholarship. The question is, "why opt in"? It's certainly not a baseball decision. It's 100% football. You opt in as a University, not as a baseball program.
My son plays baseball for the Citadel. They have opted out, but next year they are opting in. They likely won't be handing out incremental baseball scholarships, but will need to cut 10+ roster spots. On the flip side, CoC doesn't have a football program. They are going to continue to opt out. They want the expanded roster.
