Big12 - are even-numbers of teams necessary?

I read the Big12 commish (I think it was) said the aim is 14-teams after OU/UT departure. If Colorado is 13... who is 14? And if Colorado departure begins break-up of PAC, could we (would we) take more than a 14th team? AZ and Oregon would be 15. With no football divisions it seems even-number not necessary.

Also, was Big12 wanting to stop at 14 to leave room (someday) for VaTech, NCState, Pitt, Louisville?
Or - does a maximum number even matter? If we could add AZ, Wash, Oregon to get to 16 now... what stops us from adding 4 ACC schools some day and being 20-team conference?

When you break it into pods - having an even number of teams makes it easier
I thought about that - for Olympic sports... 4-team pods... play your pod most to reduce travel cost.
But the comment about getting to 14 could only be 2, 7-team divisions.

Maybe "goal is 14" is to reduce charges of "raiding" when end up at 18 or 20 teams.
