This targeting rule has to change
Or just the interpretations need to change. When the receiver runs straight at the defender and the defender actually bounces backwards due to checking up, AND there’s no contact to head or neck, then there’s no way that can be targeting. The defender can do absolutely nothing in that scenario except just fall down and hope the WR trips over him.
