Ideally, EM central banks would accumulate USD reserves when the dollar is weak; and then, use those reserves when the dollar is strong.

When the dollar is strong, it takes fewer dollars for EM’s to buy commodities, which is what is happening today and has happened every time the USD appreciates. If a recession occurs and the Fed begins increasing the supply of dollars, you will see the process reverse. First, the dollar will sell off; and then, as it moves towards nadir, the process will reverse.
