NCAA approves multiple major rule changes in men's college basketball
The NCAA Rules Oversight Panel approved changes to enhance the flow of men's college basketball beginning this season, via a release Tuesday.
Other enhancements approved Tuesday include new points of emphasis for officials to address delay-of-game tactics, limiting time at the review monitor, improving game efficiency and reducing physicality.
The problem is they don’t even enforce the rules that are on the books now, so I don’t see how new rules would matter. What they call as common fouls at the end of games when the team that is trailing is trying to send players to the line should be at minimum a Flagrant 1, because they aren’t making a play on the ball at all.I think there should be a mechanism to allow for declining fouls. What if I don’t want to shoot free throws? Why should I be forced to do something just because you broke the rules?

I might simply augment that existing ruling to state that any foul in the backcourt where you don’t make any contact with the ball is an automatic Flagrant 1. Period. That way it is clear and objective. If they whistle a foul in backcourt and go review….and verify no ball contact, it’s a Flagrant 1. No matter how much time is on the clock. Also would add that a 2nd Flagrant 1 on the same player is an automatic Flagrant 2 (with ejection). That will rein it in quite a bit, because you at least give the team with possession the ability to run off around 10 seconds if they choose, before they get fouled. And also, they’ll be able to pass to the perimeter from midcourt pretty easily, which gives opportunity to get into the act of shooting before getting fouled, so that will curb it some more as well if it becomes 3 free throws instead of 2.

I remember one game where we fouled out 2 centers & the 3rd string center finished with 4 fouls vs LSU. We won the game.

As for quarters, I am pretty sure MBB is the only major basketball format in the world that still uses halves.
WBB, NBA, WNBA, FIBA, Olympics, GLeague, and more all use quarters.

the biggest sport in the world is soccer. They play 2 halves. Honestly I prefer it for basketball too but it really doesn’t matter. It’s still 40 minutes. Just one of the TV timeouts is called a quarter change.

You always bring up the 80s but if you want to really talk about defense then the era of roughly the late 90s to the late 2000s would be your jam. Final scores in the low 80s and some 70s many nights. When ratings started to tank because it was boring basketball. The 80s was the Golden Era of the modern NBA and it wasn’t because of defense, it was because of star power.No they are clearly going to follow the nba model. Defense will be gone. I think it was a big improvement to the women’s game.A change to the foul/quarters system is the biggest thing needed. I don’t know how much it would help the free throw competitions at the end of games but it has to help.

Once expansion watered it down, quality of play dropped off as you had a lot of cba players playing, who wouldn’t have been in the 80s with 23 teams. Im really a college fan and really only like the Bird era of the nba. Everything else following pales in comparison. Today’s game is a bad product and the drop in viewers reflect that. College is bad compared to what it used to be. I've been saying that for years. There should not be any case where a penalty is advantageous to the team that commits it. You should get the ball back with a new clock or at least the 14 second clock if you choose.I think there should be a mechanism to allow for declining fouls. Have you watched even one NBA playoff game? The refs let them basically mug each other every possession. OKC is one of the best defensive teams of any era. The difference is spacing. Robert Parrish could not be an impact player in this NBA. The current players have to be able to defend at the rim AND close out on 3 point shooters. The scores are higher because most good teams have 5 outside shooting threats on the floor at all times. Miles Turner for Indy is a great example. The difference is not in the stars. They could play in any era and thrive. But the floor of the league has been raised considerably. - you have 4 end of period shot attempts rather than 2. That allows teams who are able to take advantage of 2 for 1s to get more possessions.
- fouls resetting means you don't have teams in the bonus for 12 minutes. It speeds up play and reduces the impact of a team fouling early or being in the bonus early.
As for quick replay...yeah, I hope they make it a 1min hard stop, or something like that.

Yes, also at the college level, far too many times the teams can’t run an offense to get a shot off as the shot clock expires leaving them to heave a brick that has no chance of going in. This is disrupting the game , hindering it instead of adding to the quality of play. Expand the shot clock so intelligence and discipline are rewarded, not punished.
