Construction bidding to begin

June 26th, and expect ground to be broken sometime this summer for the north endzone expansion. Temporary seating for students is planned to be set up in the south endzone due to extra construction cost of having to work around them if they are still in the north. The old bleachers and old jumbotron will be the first to go to make way for the new foundation. They are also kicking around the idea of a "bullring" club. It will be a paid membership club that is not related to the Bulldog Club, and is not apart of your season ticket package. Being a member of the "bullring" grants you access to an area under the north endzone that provides food and drinks and access to field level behind the north endzone, and can be accessed at any time during the game.

but estimates I've heard thus far are around 80 mil. So, I'm sure, as it was posted previously, there will be many companies bidding to get it.

with obvious expansion going on rather than someone tuning in and thinking we are happy with the current north endzone setup.

an area similar to what I think the "bullring" area will be like. If it's like that, it'll be nice and probably worth joining. For those who have not been, they have a large patio-type place with picnic benches and other seating with a view of the field.

The "bullring" is just what the name that is being said right now to describe it. Obvious names like the dawg pound, and dawg house are being thrown around as ideas.

One of the requirements of the bidding package for contractors was to have constructed/expanded a stadium within the last 5 years, which obviously narrows the field as far as who can even submit a bid. Brasfield and Gorrie did LSU and Bama's stadium expansion and will be bidding on Davis Wade. However, since Davis Wade is considered "public", the winning contractor will be the low bid- no matter whatthe contractor'sresume includes. LSU's boosters funded their stadium work which zoned it as "private" and was able to basically hand-pick a contractor and then in turn sold the expansion back to the school. As of now the only companies I know submitting a bid: Yates, Brasfield and Gorrie, Robbins and Morton. There will obviously be many more companies submitting bids- but like I previously said, the contract requires stadium construction/expansion work within the last 5 years which narrows the field of who can even submit a bid.

Only thing that I don't like is that this almost assures that the student section will be split for 2 seasons...

It should also provide the "foundation" for future 'temporary' seating to take capacity over 70,000 if/when the administration decides that we need it...

but I used to do technical contract management for NASA R&D procurements and we weren't required to take the lowest bidder. a technical evaluation team was assembled and the bidder who best met our criteria and who we felt would do the best job would win the contract even if they weren't the lowest cost. Only when buying routine items, such as non-flight nuts and bolts, did the low bidder requirement come into play, and even then could be changed with proper justification. I suspect a unique item, such as a major addition to a football stadium, would be the same.

There are many different clauses in the contract that each contractor is required to meet in order to even submit a bid- this keeps non-qualified contractors from lowballing qualified contractors. If those requirements are met by the contractor then lowest bid wins because it is classified as "public". If MSU had the booster money such as LSU when they did their expansion then it would be zoned as "private" and "lowest and best price" wouldn't win necessarily. The contractor would be hand-picked based on resume. LSU boosters then turned around and sold the rights back to the University- in turn "beating the system" of having to take the "lowest and best price".

the estimate has to be OUTRAGEOUS.... can anyone estimate what the cost of copper will be, say, tomorrow - much less in 2-3 years? Wow.

I've represented clients that have met all of the "requirements" and have had the lowest bids on public contracts and they were not considered the "lowest and best bidder." They challenged the public entities decision to award the contract to a higher bidders and lost. There are plenty of MS court decisions to support this. The "best bidder" language allows for the public entity to consider other things like reputation, prior experiences, etc.

He's referring to the previous LSU expansion...

I believe Yates built the west upper deck at Tiger Stadium....
