I worked pretty closely on another project with the developer of cotton mills a couple of years ago and he gung-ho on getting that project started. It was ALL about getting financing though. Hard time right now trying to get a project of that magnitude financed. I do hope he can see it through but at this point I just don't see it happening barring a very big change in the current economic situation.
Personally, I am not crazy about the master plan proposed. I know it is a huge improvement over what is there now and sometimes you have to settle but I think it really neglects Russell St., as well as, the hwy 12 intersection, which in my opinion is missing a HUGE opportunity. I wouldn't mind seeing Tabor Construction take over this project. They have done an excellent job restoring some blighted properties throughout Starkville. If it doesn't get done by Nicholas Properties, somebody will pick this land and project up soon.
Below are some conceptual images(for those who missed them) from the study Placemakers did for Starkville about a year ago. They address the connection between the hwy 12, Russell St. and the University. I believe the city has sought state funding for transforming highway 12 to make it more pedestrian friendly according to the proposal by Placemakers, but to this point has not been successful. Jeremiah?
