Crazy question

I just turned 40 this year, so I may just be losing my mind. However, it seems to me that several times during a game, a receiver will catch a ball, run out of bounds, and as soon as the ref sets the ball, the clock begins to run. Is this really happening, or am I losing my mind? If it is a new rule, what is the rule because sometimes the clock does not run, such as when a quarterback or a runningback runs out of bounds. Please excuse my ignorance in advance.

if it's under X amount of minutes, the clock will then stop when going out of bounds and will start back up once the ball is set (kind of like a first down). Once it's under X amount of minutes, I think the clock won't start until the ball is snapped if you go out of bounds.

until the 2:00 mark in the 2nd and 4th quarter the clock runs. The change came into college the same time they instituted the 40 second play clock for non-stoppage and 25 for a stoppage.
